Manages and directs all citywide information security strategies programs, operations and policy recommendations that provide protection and confidentiality of data, along with other information assets of the City of Santa Monica. *Classification Specification Pending Personnel Board Approval.
Customer service techniques and program management; Information Security architecture, design and engineering with a primary focus on Cisco technologies, tools and solutions; Firewalls, intrusion prevention systems, including Cisco and Palo Alto appliances and software operations; Vulnerability scanning tools; Current network hardware, protocols, standards, and multi-platform operating systems, i.e. Windows Server, Cisco, IOS and Windows and Mac operating systems; Cisco and Palo Alto enterprise grade products, such as: Nexus 7000, 4500, ISR G2, Firewalls, Sourcefire, Web Proxy, TACACS+, DMVPN, ISE, or comparable security solutions; Network, server, storage virtualization, i.e. MDS switching infrastructure, VSAN, VRF, VPN, and VMWare vSphere; Cisco Unified Wireless networking to include; 802.11n, LWAPP, CAPWAP, WCS, WLC, Mesh, and Aps; Network transport solutions using Digital Subscriber Line (DSL), Broadband Cable, Frame-Relay and T-1; Network security, security-related systems and applications as well as security protocols and related tools, including tcpdump, Wireshark, Metaspoit, Nessus, Splunk, AccelOps, Cisco Identity Services Engine, Sourcefire, and Ironport; Applicable data privacy laws and practices; Supervisor principles and techniques; Effective customer service techniques.
Supervise and train staff; Manage network security and network node management systems; Effectively communicate and describe security issues and their potential impact on City operations to peers, management and non-technical staff; Manage multiple projects simultaneously; Communicate clearly and effectively, both orally and in writing; Provide effective customer service; Resolve complex problems; Establish and maintain cooperative and effective working relationships with City employees and the general public’ Work independently and lead team-oriented collaborative efforts; Prepare and present clear and concise oral and written reports and recommendations; Analyze problems and develop effective and realistic solutions and policy alternatives; Provide effective customer service.
Project scoping and requirement gathering and analysis; Technical troubleshooting and problem solving; Presenting complex technical concepts to a variety of audiences; Serving a broad variety of information technology customers with diverse business needs; Project management and implementation of information systems.
Education Training and Experience:
Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Information Systems, Computer Science or a closely related field. A Master's degree in a closely related field is desirable.
Five years of recent, paid work experience in information/cyber security, to include three years of increasingly responsible experience in managing the information security of multiple platforms, operating systems, software, and network protocols, preferably in an environment certified and compliant with a globally recognized Security Framework / Information Security Management System. At least two years of the required work experience must have included supervisory or management responsibilities.
Licenses and Certificates:
Must possess and maintain certification of one of the following: Certified Information Systems Security Professional (CISSP), Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Global Information Assurance Certification (GIAC), Certified Ethical Hacker (CEH), or Computer Hacking Forensic Investigator (CHFI).
Additional certifications listed above are desirable.
Possession of Microsoft (MCSA, MCSE) Certification is desirable.
