We are looking for a dynamic, experienced and resourceful individual to join OCBC New York Branch as the IT Manager with direct reporting line to the Deputy General Manager.
Responsibilities:
General

Plan for and perform the upgrades and installation of core banking applications (e.g., MidasPlus, Swift Alliance, Digital Core Banking System, Murex), local computer equipment, storage systems, and telephony to ensure adequate security architecture are maintained as well as provide end user support.
Assist with upgrades of Head Office systems as needed to keep them up-to-date.
Maintain local IT policies and procedures.
Plan for and manage the annual IT budget.
Participate in Head Office meetings including in the areas of risk management, service management and management reporting.
Ensure local IT setup is adequate, including endpoint devices, servers and network equipment, other IT equipment and overall user experience.

IT & Operational Risk Management

Ensure local systems meet the Bank's specifications and security standards.
Ensure compliance to Head Office's information technology policies and procedures.
Ensure compliance with local regulations, including the FFIEC IT Examination Handbooks and NY DFS Part 500 Cybersecurity requirements.
Manage audit and bank exam responses on all IT matters and follow through on closures of findings.
Perform installation and configuration of computers, IT equipment, and software.
Perform IT maintenance functions such as local application management, data backup, shared folder management, capacity management, obsolescence management and troubleshooting.
Assist end-users with resolving technical issues as required for endpoints.
Work with vendors to resolve technical problems for vendor systems.
Perform IT Risk Assessments including those related to information security, DR/BCP, vendor management, cybersecurity and new products and delivery channel.
Assist with disaster recovery planning and testing.
Perform due diligence and vendor review for critical service providers.
Report IT risk status on a monthly basis (e.g., key risk indicators, RCSAs).
Work with Los Angeles Agency team to ensure their user requirements and IT risks are addressed.

IT Security

Work with the Information Security Officer to ensure compliance to Head Office's information security policies and procedures and applicable regulations.
Participate in the information security aspects of all IT projects and initiatives in areas of network infrastructure, data communication and network security, data management and disaster recovery.
Ensure that the computer/equipment room controls are adequately maintained and that all work in the computer room is performed safely and securely.
Provide support with implementing and enforcing information security policies, standards, and methodologies.
Review privileged IDs and individuals' system access rights and privileges, working with the department heads where necessary.
Act as backup in detecting unauthorized access.

Qualifications

University degree holder with at least 10 years of experience in IT related fields.
Experience in leadership/management experience.
Experience in managing IT infrastructure, IT security (ISO27001) and Project Management.
Possess initiative, drive, and ability to work independently as well as to engage and motivate a team of 3. Able to multi-tasks and able to cope under pressure to meet tight deadlines in a fast-paced environment.
