| Description: The Manager, IT Planning, Projects & Performance leads the department's operational performance metrics and performance reporting, project portfolio governance, and strategic planning functions. This position develops and maintains standardized methodologies, reporting frameworks, and governance processes to support performance metrics, project management, and organizational/departmental planning. 1. Manages the department's performance management program by developing, implementing, documenting, maintaining, and maturing performance metric frameworks, definitions, standards, reporting, and governance processes to ensure consistency, accuracy, and alignment with organizational goals. 2. Coordinates the collection, validation, and analysis of performance data, and prepares dashboards, summaries, and executive-level reports for senior leadership. 3. Develops, implements, and maintains standardized project management processes for department projects, such as project intake, templates, governance checkpoints and required documentation. 4. Maintains and oversees the project portfolio in collaboration with project managers across departmental areas, including monitoring project status, plans/milestones, risks, dependencies, resource needs, and deliverables. 5. Establishes and matures portfolio governance processes and reporting standards to support project prioritization, transparency, accountability, and alignment with department's strategic initiatives. 6. Oversees strategic planning functions, including coordination and completion of items such as the State of Texas reporting and compliance requirements related to information resources and IT deployments. 7. Leads the development, coordination, and maintenance of the department's five-year strategic plan, including stakeholder engagement, drafting, refinement, and alignment with institutional and industry specific priorities. 8. Coordinates and prepares departmental reports, such as the annual Performance, Planning & Budget report, ensuring timely completion, accuracy, and readiness for executive review. 9. Performs other job-related duties as required. Department is willing to accept experience in lieu of education. MQ: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Requires a minimum of five (5) years of directly job-related experience. Preferred: Bachelor's degree in project management, business management or a related field. Master's degree preferred.
